Serves as a Program Analyst within the Acquisition Support Program Analysis Division (ASPAD) providing quantitative assessments, independent analysis, and executive-level recommendations to the Director of Program Analysis & Evaluation and Army Senior leaders in building and defending the Army's Program Objective Memorandum (POM). Conducts analysis of requirements and resourcing options to recommend effective adjustments to optimize programs and deliver of capabilities for assigned programs.
Duties
Conduct independent analysis of program requirements, objectives, and affordability to recommend adjustments that optimize Army resources and enable strategic readiness priorities.
Represent and defends Army Program Objective Memorandum (POM) decisions to support Program Budget Review and the development of the Army budget.
Conduct assessment of highly sensitive program needs, resources, and capabilities supporting Army equipment modernization, acquisition decisions, and other specialized investments.
Communicate summary of findings, analysis, and recommendations to Army senior leaders and portfolio stakeholders for programs actions for across all phases of the PPBE process.
Review and recommend changes to legislative proposals, strategy, guidance, and/or programs to defend modernization investments and ensure timely system delivery to meet Army priorities.
Conduct data analysis for assigned programs utilizing authoritative data to assess requirements, resourcing, and program affordability to support acquisition decisions and Army priorities.
Conduct active engagements with a variety of stakeholders across the Army spectrum, to include Program Evaluation Groups, Major Army Commands (MACOMs), the Army Staff, Army Secretariat, Joint Staff and Office of the Secretary of Defense (OSD).
Requirements
- Must obtain and maintain a Top-Secret security clearance.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I
- TDY of up to 10% may be assigned.
- This is a testing designated position. Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

Specialized Experience: One year of specialized experience which includes: Conducting independent analysis of assigned programs and complex weapon systems, to evaluate requirements and recommend programmatic actions using qualitative and quantitative methods to assess program needs and optimize resources; Coordinating with Agency stakeholders to assess policy implications and recommend program adjustments across the Planning, Programming, Budgeting, and Execution System (PPBES) to influence the agency Program Objective Memorandum (POM); Communicate impacts and recommends to senior executives.
