You will serve as a SUPERVISORY PROGRAM ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will provide a full range of budget and program management related services to assist OPNAV N2N6 in performing duties and responsibilities.
You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
You will liaison with government offices and conduct extensive researching, writing, reviewing, and understanding of policy and guidelines.
You will identify and integrate internal and external program issues affecting the immediate organization, such as those involving technical, financial, organizational, and administrative factors.
You will integrate the work of a team or group where each member contributes a portion of the analyses, facts, information, proposed actions, or recommendations.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate:
1) Collaborating with senior leadership, stakeholders, peers, and networks; briefing and providing written responses for status updates on program reviews, requirements, and resourcing to gain cooperation and consensus across organizations;
2) Prioritizing budgets and clearly communicating recommendations to meet Fleet needs;
3) Using the Joint Capabilities Integration and Development System (JCIDS), the Defense Acquisition System (DAS), and the Planning, Programming, Budgeting, and Execution (PPBE) system processes;
4) Reviewing and formulating strategic plans and requirements documents; leveraging higher guidance, policies and instructions; conducting program-level financial trend analysis; analyzing capability requirements; reviewing alternatives; making timely recommendations for long-term Fleet interests; preparing spreadsheets, reports, point papers, and justifications to defend budget issues and prioritizations;
5) Leading and managing staff members; building team effectiveness; making assignments; determining responsibilities and priorities, fostering professional development, and evaluating employee performance
