You will serve as a Program Analyst within IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will provide assessment, development, and articulation of tactical data networking requirements, systems, concepts, and capability gaps across the full range of Naval missions.
You will develop Joint Capabilities Integration and Development System (JCIDS) documentation to support tactical data networking requirements.
You will develop Planning, Programming, Budgeting and Execution (PPBE) recommendations to inform Navy investments.
You will prepare, review, and operate task packages, briefs, memos, talking points, research and analysis, reports, and technical writing for clear communication of tactical datalink networking topics to diverse internal and external audiences.
You will liaise with Navy, Joint, Office of the Secretary of Defense (OSD), and Interagency staff, Fleet activities, acquisition and technical communities, other Services, industry, and others to develop and align efforts and investment strategies.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Serving as an analyst for capability development or program management for a military tactical data link system; 2) Utilizing military system requirements development processes (e.g., Joint Capabilities Integration and Development System [JCIDS], Planning, Programming, Budgeting, and Execution System [PPBES]) to execute requirements development; 3) Conducting assessments of current and emerging program capabilities and capability gaps, developing courses of action and cost/benefit analysis, and providing process improvement recommendations to senior leadership for decision; 4) Preparing long and short range planning guidance in accordance with DoD and DON program policies and regulations; and 5) Communicating complex technical and programmatic budget issues clearly and effectively orally and in writing.
