The primary purpose of this position is to serve as a Deputy Chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to SAF/AAZX.

Duties

Plans, organizes, and directs the activities of DAF SAPCO, ensuring the SAP Operations and Integration Division complies with legal and regulatory requirements and meets customer needs. Exercise supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Develops, implements, and oversees security policies for the AF SAP. Provides subject-matter expertise for and analysis of policy, procedures, directives, and memoranda designed to provide standardization, collaboration, reciprocity, and achievement of efficiencies within the SAP enterprise. Represents SAF/AAZ with a variety of agencies, departments, commands, and functional area organizations. Establishes, develops, and maintains effective working relationships with other government agencies to advise on and represent AF operational interests.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • This position is designated as a Testing Designated Position (TDP) under the AF Civilian Drug Testing Program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
  • Shift work and emergency overtime may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience such as applying knowledge of general security administration programs. Knowledge of security policy requirements to function as technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures. Applying knowledge of other security specialties in resolving major conflicts in policy and program objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security, personnel management, EEO, and safety regulations, practices, and procedures. Superior knowledge of SAP, security concepts, principles, practices, and protection efforts to review, analyze, and resolve issues supporting advanced air, space, and cyber technologies, capabilities, and operations. In-depth knowledge of formal declassification processes and actions for SAP information. Expert-level knowledge of SAP core compliance inspection policies, methodologies, evaluation criteria and processes for both government and contractor operations. Significant SAP experience to serve as a focal point for SAP policy, personnel security, and oversight. Accomplished in the development and approval of SAP related Security Classification Guides and the identification and protection of critical program information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
