The primary purpose of this position is to serve as a Communications Squadron Standardization/Evaluation and Quality Assurance Supervisor, and serve as the first level superior, directing, organizing and exercising control over 2 assigned personnel.

Duties

Performs supervisory personnel management responsibilities. As a Communications Squadron Quality Assurance Specialist, provides assistance to work centers, staff function supervisors, and the Chief of Maintenance (COM) to identify and resolve maintenance and management problems. As a Communications Standardization and Evaluation Program (CSEP) Supervisor provides the Squadron Director with key indicators to judge the unit activity's ability to meet mission requirements. As the Communications Squadron Training Manager serves as the squadron director's Education and Training (E&T) program manager for all civilian and military rpersonnel.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes comprehensive applications of a wide range of communications-electronics concepts, principles, and practices to perform in-depth review and analysis of maintenance performance for computer systems, ground radio, meteorological, navigational, and/or telecommunications systems and equipment. Ability to analyze deficiencies, write and prepare reports, and present findings and recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communications-electronics concepts, principles, practices, procedures, responsibilities, and functions of computer systems, ground radio, meteorological, navigational, and/or telecommunications systems maintenance organizations sufficient to perform in-depth review and analysis of performed maintenance. Knowledge of safety and security regulations, practices, and procedure. Ability to plan, organizes, and directs the functions and staff of a medium-sized organization. Skill in identifying and analyzing technical problems and deficiencies, developing solutions, presenting findings and making recommendations. Knowledge of self-inspection procedures and techniques, surveillance checklists, varied automated maintenance programs and appropriate guidelines and regulations. Ability to communicate effectively, orally and in writing. At least 2 year's experience within the past 3 years with exposure to maintenance support for ground radio, air traffic control, and/or telecommunications systems maintenance in order to evaluate maintenance practices and technical order changes is highly desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
