The primary purpose of this position is to serve as a Senior System Analyst (SSA) Information Technology (IT) Specialist and team lead for multiple internal projects with responsibility of designing, writing, testing, debugging, and maintaining complex application software that meets functional requirements of various training organizations across MAJCOMs.
Duties
Performs analysis of complex user requirements and designs programs to support them.
Serves as a team lead in applications programming/analysis projects. As a team lead, manages multiple complex large-scale programming projects.
Troubleshoots and resolves complex application problems. Serving as a senior specialist, analyzes, designs, develops, modifies, and implements complex systems and specialized applications software.
Performs as senior technical advisor and prepares supporting software and system documentation.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes utilizing IT applications software concepts, principles, and methods to plan and carry out difficult assignments, develop new methods/procedures and to provide advice and guidance on a wide range of issues; software programming logic, design, and programming languages to analyze hardware/software requirements of assigned projects and develop new or modified applications software programs; and skills as a team leader or member of special projects to coordinate and document the work of the team.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of software design principles methods and approaches.
Knowledge of complex systems software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing.
In-depth knowledge of IT applications software concepts, principles, methods and practices.
Knowledge of software programming languages such as JAVA, C, C++, C#, Visual Basic, Visual Studio and Delphi.
Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement, apply CASE tools, and design, write, code, debug, test and maintain applications; Ability to communicate effectively and clearly, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
