The primary purpose of this position is to serve as a senior Information (IT) Specialist with responsibility for managing the base Local Area Network/Wide Area Network (LAN/WAN) including the planning, analysis, implementation, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats.

Duties

Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures and installs network hardware/software, and maintains LAN Operations. As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Keeps abreast of emerging technology to predict future network needs. As a senior IT specialist, participates in management discussions, meetings, committees, or special projects.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignments of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M,

  • (cont'd)..Information Assurance Technical Level 2, IAQ current AF directives. Current full-time personnel and new hires will have 6 months to comply with 8570 mandates.
  • The employee may be cross utilized in the 81 CS/SCOI Voice Systems and/or Cable Systems elements.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee must obtain and maintain an appropriate security clearance.
  • Work may occasionally require travel away from the normal duty station on a military or commercial aircraft.
  • Recall to duty and overtime may be a requirement of this position.
  • This is a TERM position NTE: 36 Months
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability..

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS 11 (or equivalent in other pay systems) which includes applying IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; Providing technical guidance to others in designing, testing, operating, and maintaining programs pertaining to networks; Analyzing functional IT network system requirements, translate findings into functional requirements, develop supportable recommendations for enhancement, and apply a wide range of methodologies and tools. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
