The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified highpotential, mid-level manager/executive while contributing support to the mission and function of the AF.
Duties
DUTY 1:
Performs studies and establishes plans of action for improving the efficiency of information technology applications. Performs studies covering the 81st Training Group's information technology status. Evaluates existing systems and capabilities and initiates feasibility studies and cost benefit analyses to determine ways and means necessary to enhance mission performance.
DUTY 2:
Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the area of responsibility. Consults and coordinates with project staff from other organizations and agencies in developing, revising, interpreting, and modifying policies to ensure application of local activities meet project needs.
DUTY 3:
Represents the organization at conferences and meetings and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees or special IT projects. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives. Consults with base officials and working groups, customers and other organization personnel on IT concerns. Prepares reports encompassing long and short range planning strategy recommendations and presents briefings covering recommendations for acquisition or changes in business practices through enhanced IT use.
DUTY 4:
Instructs, plans, develops, executes, and evaluates a comprehensive and effective training program. Prepares daily lesson plans. Demonstrates techniques to trainee instructors and tutors new instructors on required proficiency levels and areas assigned. Evaluates student progress and their work performance; provides feedback and recommends special study for students who cannot assimilate materials. Counsels students and helps them identify and resolve problems.
DUTY 5:
Instructs students through assigned blocks of instruction at basic and/or advanced levels. Studies course objectives, technical orders, and other materials to prepare for assigned days of instruction. Presents material; uses training aids/devices; maintains classroom decorum; and ensures supplies, equipment, and classrooms are available for training. Makes adjustments in presentation or other instructional methods to resolve common classroom problems.

- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work and emergency overtime may be required
- Employee must maintain current certifications
Qualifications
SPECIALIZED EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience which that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3. Knowledge of system architecture, integration techniques, and testing methods.
4. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest.
5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
6. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working .
