The position is located in the Veterans Benefits Administration (VBA), Office of Mission Support (OMS). The incumbent serves as a Supervisory Emergency Management Specialist providing guidance and consultation in continuity planning, emergency preparedness and operational related functions VBA wide. The incumbent applies expert and extensive knowledge of emergency preparedness and continuity planning programs and regulations to coordinate the objectives and implementation for VBA.
Duties
Specific duties include:
The employee supervises, plans and monitors the development and administration of the Veterans Benefits Administration's (VBA) Emergency Preparedness Program (EPP), and is responsible for preparing for and carrying out or coordinating emergency functions (excluding primary military forces functions) to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters; and to aid victims suffering from injury or damage resulting from disaster caused by natural or man-made hazards.
The employee keeps the Director apprised of the organizational preparedness climate and identifies problems either actual or anticipated. Develops, writes, and coordinates policies and procedures, and revises existing ones related to VBA's role in Department-wide emergency preparedness planning operations.
The employee prepares technical documents and guidance materials to support emergency preparedness implementation at facilities within the Administration.
The employee will manage a Comprehensive Emergency Management Program (CEMP) elements and systems aimed at strengthening the security and resilience of the Department of Veterans Affairs and Veterans Benefits Administration. These goals are accomplished through supervising, planning, training, and exercises which build and maintain necessary capabilities to prepare, prevent, protect, mitigate, respond to, and recover from emergency incidents.
The employee applies expert and extensive knowledge of emergency preparedness and continuity of operations planning directives and regulations to assist VBA regional offices with meeting all requirements.
The employee provides training to VBA personnel on integrated operations center reporting criteria, occupancy evacuation planning and continuity planning topics.
The employee manages and operates the VA Emergency Alerting and Accountability System (VA EAAS)notification system used to send critical information to employees in times of an emergency or safety event.
The employee participates in Continuity Working Groups, Annual National Level Exercises (Eagle Horizon), and monthly Safety, Security, Preparedness Meetings within the VA.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level: Requires 1 year equivalent to at least next lower grade level
Specialized Experience:
Experience in supervising, developing, implementing, and managing the Emergency Preparedness Program to include, Continuity of Operations and Occupant Emergency Programs.
Experience in exercise development (Workshops, Seminars and Tabletop Exercises) and briefing techniques to successfully deliver information to senior level audience.
Experience supervising, training, and managing development of methods and procedures for monitoring, tracking, and accessing the effectiveness of program operations, and measuring and reporting on the attainment of specified program goals, objectives, and long-range plans.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
