This position is located in External Affairs Directorate, Office of Citizenship, Partnership and Engagement.
As an Executive Officer, you will direct and oversee the daily management of resources and operations support activities within the Office of Citizenship Partnership and Engagement, and acts on behalf of the Headquarters Executive in their absence.
Duties
Manages activities and supervise staff members in the areas of: Human Resources, Labor Employee Relations, Performance Management, Education and Training, Publication, Employee Engagement, Grants Management, Operational support.
Establishes guidelines and quality performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Demonstrates and conducts work performance critiques, and provides feedback.
The incumbent directs and performs complex matters regarding the budget, human resources, procurement, logistics, travel, and administrative needs of the office.
Provide technical and administrative guidance to the Chief and Deputy Chief on internal critical projects and office-wide engagements and events.
Research and author reports or other working documents that provide authoritative guidance on complex and far reaching program issues.
Qualifications
THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED (1) ONE YEAR BUT MAY BE EXTENDED FOR AN ADDITIONAL YEAR UP TO A TOTAL OF FIVE (5) YEARS. SELECTEE(S) MAY BE CONVERTED WITHOUT FURTHER COMPETITION, IF THE POSITION BECOMES PERMANENT. SELECTEES WHO ARE NOT CONVERTED TO PERMANENT POSITIONS WILL RETURN TO THEIR FORMER POSITION OF RECORD OR LIKE POSITION (SAME GRADE, FULL PERFORMANCE LEVEL AND LOCATION), AFTER COMPLETION OF THE TEMPORARY ASSIGNMENT.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/10/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/10/2024.
GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Managing, organizing, and prioritizing multiple concurrent projects within tight deadlines, while ensuring effectiveness.
Collaborating across organizational units and levels to accomplish program goals.
Analyzing quantitative and qualitative data and information from various sources to determine needs and create solutions.
Planning, organizing, and advising on legal and policy matters concerning Human Resource and Personnel, Budget, Labor and Employee Relations, and other administrative issues.
