You will serve as a Program Analyst in the PMS 377 Amphibious Warfare Program Office under PROGRAM EXECUTIVE OFFICE SHIPS.

Duties

You will serve as the Contracting Officer’s Representative (COR) for PMS 377’s support services contracts and provide technical input and advice to the Procuring Contracting Officer (PCO). You will monitor contract performance and execution, including submission of timely monthly reports and Tripwire assessments. You will provide oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will document Contractor performance on an annual basis, at a minimum, and submits an annual assessment in the Contractor Performance Assessment Reporting Systems (CPARS). You will review contractor invoices and validates that all charges are allowable, allocable, and reasonable. You will evaluate overall professional support contract execution and related costs to ensure that product deliveries and funding profiles match mission and program requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band/grade, NH-03 (GS-13), in the federal service or equivalent experience in the private or public sector analyzing program data to allocate funds or resources for contracting activities or services.
