This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM).
The primary purpose of this position is to serve as the senior advisor and Security Assessor to OBIM management and other internal stakeholders on critical IT information security issues relating to the vulnerabilities and threats to computer systems.
Non-BU: This is a non-bargaining unit position.
Duties
As a IT Specialist (INFOSEC), GS-2210-14, your typical work assignments may include:
Serves as an IT Security Policy & Compliance specialist, responsible for independent assessments of accreditation packages and systems ensuring systems and documentation meet certification and accreditation compliance standards.
Develops the correspondence security countermeasures necessary to protect sensitive and classified information processed on OBIM computer equipment. Develops long range security plans for IT systems that anticipate, identify, evaluate, and mitigate IT vulnerabilities and risks to ensure the confidentiality, integrity, availability of DHS/OBIM systems.
Plans, directs, and sustains the delivery of IT systems utilizing managerial, technical, and administrative aspects of information management, information assurance, automation, and emerging technologies.
Identifies, evaluates and recommends technological advancements having a major impact on the current and planned application of IT resources in meeting the requirements of the OBIM Biometric and Identity Management systems.

Individual Occupational Requirement
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below:
Attention to Detail: Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service: Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Oral Communication: Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Specialized Experience
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal Service or equivalent private/public experience.
For this position, specialized experience is defined as:
Develops, reviews, and maintains security procedures, policies, and instructions for all SELC events and activities.
Serves as an IT Security Policy & Compliance specialist, responsible for independent assessments of accreditation packages and systems ensuring systems and documentation meet certification and accreditation compliance standards.
Manages IT security projects for compliance with standards.

Substitution of education in lieu of specialized experience may not be used for this grade level.
Preferred Certification: Information Security Certification.
