Duties
As a Human Resources Specialist Reorganization and Strategic Position Management Specialist, you will:
Serve as a central point of contact (POC) for HCS, and be responsible for working with POs, managers, senior officials, Administrative Officers (AOs), and HR Liaisons for assigned area(s).
Be responsible for providing effective advice and/or recommendations regarding restructuring, redesigning/designing, reorganizing, and realigning of positions.
Carefully design HUD organizational structures that blend the skills and assignments of employees with goals of successfully accomplishing the agency's mission in the most effective and efficient manner.
Conduct agency-wide complex in-depth analyses of the POs current organizational structure, communicate the assessment results and significant recommendations.
Write complex PISs that describe the impact of the reorganization on staffing levels, placement of staff, and whether the necessary mechanisms are in place to hire the requested full-time equivalent (FTEs).
Serve as a subject matter expert in the areas of position management, position classification, and reorganization in human resources for the Department.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Consulting and assisting managers and employees on classification and position reorganization initiatives; AND
Providing technical advice based on interpretation and application of laws, principles, and practices related to classification and position management and reorganizations; AND
Applying HR regulations, processes, and procedures as it pertains to the review of HR operational work such as position descriptions for General Schedule (GS) employees or equivalent; AND
Participating in or leading classification related project teams to identify areas of improvement and/or make recommendations to management that result in new processes, or input into workforce and strategic planning.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
