Duties
This position is located in the Department of the Interior (DOI), Bureau of Safety & Environmental Enforcement (BSEE), Associate Director for Administration, Human Resources Division, and serves as the Supervisor of HR Operations. In this capacity the incumbent exercises supervisory responsibility over HR Operations at HQ offices in Sterling, VA; GOMR/HR Office in Jefferson, LA; and over the BSEE DEU Branch in Sterling, VA.
At the full performance level (GS-15) the major duties of this position include but are not limited to the following:
The incumbent is responsible for planning, directing, evaluating, and administering staffing and recruitment, classification, and operations for serviced client organizations. In addition, the incumbent supervises a staff composed of human resources specialists and supporting clerical staff.
Directs senior level human resources specialists (GS-13) in the Classification and Recruitment and Placement programs for BSEE, Bureau of Ocean Energy Management (BOEM), Office of the Secretary, and other fee-for-service clients within the Department of the Interior and other agencies.
Provides expert technical advice and assistance to senior management officials for BSEE, Bureau of Ocean Energy Management (BOEM), Office of the Secretary, and other fee-for-service clients within the Department of the Interior and other agencies (e.g., National Park Service, Advisory Council on Historic Preservation, Commission of Fine Arts, National Indian Gaming Commission, etc.).
Assures uniform application of all administrative and operational policies and procedures, coordination of all related responsibilities, and resolution of problems encountered in day-to-day operations.
Provides guidance and advice and/or renders decisions on specific operations on a continuous basis through spot check of work in progress, review of completed work, and results obtained, to assure maximum efficiency, economy, and effectiveness of operations.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Anchorage, AK: GS-15: $163,365 - $191,900
Houston, TX: GS-15: $165,761 - $191,900
Jefferson, LA: GS-15: $143,736 - $186,854
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for the GS-15 grade level applicants must have one year of specialized experience at, or equivalent to, the GS-14 grade level. Qualifying specialized experience is:
1. Directing the day-to-day work of a team that provides recruitment and placement, staffing, or classification functions;
2. Representing an HR organization to upper-level management to explain complicated HR regulations and processes and obtain compliance;
3. Monitoring the work of an HR team or organization with physically dispersed employees and adjusting workload or assignments as necessary.
