Duties

WHAT IS THE HUMAN CAPITAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations, Talent Acquisition, Innovation Office The following are the duties of this position at the full working level. Supports an on-going HCO Operations wide program to assess the current state of delivery and execution of all applicable laws, rules, regulations and procedures pertaining to HR Operations. Provides advisory services for HCO Operations on all matters pertaining to initiating, changing, and evaluating business processes and automated systems in support of the assigned program or project. Develops approved strategies for testing, fielding, and evaluating new or revised processes and systems supporting project or program requirements. Plans, organizes, and conducts studies of major programs. Performs extensive research, leads or conducts comprehensive reviews, process mapping and conducts program analyses to evaluates and assesses program/project effectiveness and rectifies material program issues and problems. Identifies actual or potential performance problems, emerging patterns, and new developments. Seeks opportunities to leverage resources and/or optimize performance, taking advantage of emerging methods and tools to enhance success of the project/program and IRS missions. Evaluates emerging technology and creates automated solutions using a various systems and platforms. Prepares proposals for changes to functions, structure, procedures or policies that enhance effectiveness of the assigned program/project. Ensures proposal outcomes are streamlined, practical, efficient, and in full compliance with regulatory and statutory requirements. May also develop alternate proposals, as warranted. Makes recommendations to management on major changes to work plans or operations. Identifies required organization input, coordination, and necessary adjustments, formulates requirements and advises on essential actions and impact of program changes. Identifies policy implementation problems, conflicting priorities, program deficiencies, and potential problem areas. Develops corrective or preventive measures to obtain desired results. Assures that new technical and managerial plans and programs are coordinated with Agency leaders and managers. Leads, develops, and implements hiring reforms. Reviews legislative proposals for impact on existing policies, elicits observations and comments from affected offices and makes recommendations to superiors. Determines and applies analytical tools to conduct in-depth analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and financial resources and policies. Evaluates proposals for systems and/or programs required to meet existing or anticipated operational problems, challenges and changes in the operations environment. Determines courses of action based on information received from a variety of analytical methods and selects the optimum solution based on a consideration of a wide variety of critical requirements and variables (technical, systematic and programmatic), ensuring efficiency, effectiveness and economy of solution. Develops, manages, explains, and troubleshoots assigned HR systems, to include developing reports and modifying database functionality.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be minimally qualified for this position you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with the concepts, principles, practices, laws, and regulations of human resources management (HRM) and a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, developing policy, and/or developing interventions on complex service-wide issues (e.g., redesign of HR processes). AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
