The following are the duties of this position at the full working level.
Serves as recognized Labor and Employee Relations expert, responsible for planning, developing, and initiating short- and long-term initiatives and strategic programs, policies, and procedures for IRS.
Evaluates adequacy of current LR/ER policy in terms of its ability to achieve overall Department of the Treasury and IRS goals and objectives, to improve productivity, and to promote state-of-the-art or emerging concepts regarding the delivery of LR/ER services.
Provides expert LR/ER advice, interpretation, assistance, consultation, and information on all Office of Personnel Management (OPM), Treasury, and IRS policies and programs related to LR/ER matters; particularly when the policies are unclear, unprecedented, or controversial.
Continually advises the Director on strategies for problem solving and process improvements, as well as continuous improvement in program areas, responsiveness to customer needs, and improved effectiveness.
Consults with and provides authoritative advice to field and national office managers and staff on highly complex, sensitive, and difficult employee relations cases or issues. Provides expert advice on processing and adjudicating grievance and arbitration cases, adverse action appeals and standards of conduct, and on questions concerning the application of disciplinary and adverse action regulations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE: GS-15 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service applying a wide range of human resources (HR) concepts, methods, principles, and practices used in HR functions/processes. Specialized experience for this position includes: Extensive knowledge and application of Federal labor-management and employee relations law including knowledge of current issues, such as executive orders and FLRA and MSPB decisions. Analyzing labor and employee relations data and information to identify trends, develop strategies, and identify procedural or regulatory deficiencies. Providing expert advice and guidance to senior level management on a wide range of labor and employee relations issues. Extensive experience engaging in negotiations and bargaining with labor unions, developing management focused written proposals and position statements, and drafting and reviewing negotiated memorandum of understanding agreements to ensure legal sufficiency. Experience administering and interpreting union contracts, researching and interpreting the Federal Labor Management Relations Statute and Merit Systems Protection Board case law or similar, and serving as agency subject matter expert during negotiation meetings, arbitration hearings and/or other third party proceedings, such as Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Federal Labor Relations Authority (FLRA), stemming from the IRS and collective bargaining agreements.
