You will serve as a FINANCIAL MANAGEMENT ANALYST in the GENERAL LEDGER RECONCILIATION BRANCH of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will analyze the quality of information used to achieve audit readiness and financial management. You will monitor operations within financial management systems to ensure accurate reconciliation of accounts. You will assess the impact of new or revised regulations on financial policies and procedures. You will advise subordinate organizations on financial procedures and policies. You will conduct obligation validation or Dormant Account Review - Quarterly (DAR-Q) reviews to determine accuracy, validity and integrity of financial transactions.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Performing a variety of fiscal, accounting, or financial management duties, clearing unmatched disbursements, processing cash collections or invoice payment pre-validations) to complete daily tasks or projects; 2) Reviewing, analyzing or reconciling financial transactions to General Ledger accounts; 3) Coordinating the maintenance/management of existing and/or new financial systems; 4) Assisting on special projects/assignments, including Headquarters and Internal data calls; 5) Performing Mission and Reimbursable Fund Allotment execution support for Department of Defense design and construction projects; and 6) Interpreting and developing financial management policies, procedures, and training materials to conduct on-the-job training to facilitate implementation of new or modified accounting procedures. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-7) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Performing a variety of fiscal, accounting, or financial management duties, clearing unmatched disbursements, negative Unliquidated Obligations, suspended records, and invoice payment pre-validations; 2) Reviewing, analyzing or reconciling financial transactions to General Ledger accounts with appropriate laws, rules and regulations including the DoD FMR, Financial Management Policy Manual (FMPM); 3) Interpret standard organizational budgetary, accounting or financial administrative procedures, practices, and regulations; 4) Perform specializes work involving special projects/assignments, managerial or administrative work involving accounting systems, analytical, forecasting and interpretive functions. Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09
A. You have successfully completed a master's. or equivalent doctoral degree.
OR
B. You have successfully completed two full years of progressively higher-level graduate leading to such a degree.
OR
C. You have successfully completed an LL.M. degree that is related to the position being filled.
OR
D. You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.

GS-11
A. You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
B. You have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
C. You have successfully completed an LL.M. degree that is related to the position being filled.
OR
D. You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
