The ideal candidate has expertise serving as an agency payroll liaison on all timekeeping and payroll matters to ensure accurate and timely pay to federal employees while using National Finance Center (NFC) systems (i.e., Paycheck8 or WebTA, EmpowHR, SPPS, EPIC, and Mainframe); troubleshooting and monitoring these matters; advising customers; conducting leave and pay audits; processing requests; and creating ad hoc reports.
Duties
As the Payroll Program Manager, you will provide administrative, advisory and transactional processing support for compensation, pay, payroll, leave programs, and timekeeping. Duties include:
Overseeing the administration of the National Finance Center (NFC) automated personnel/payroll system, including monitoring and running of weekly T&A and pay outputs, processing payroll and personnel actions, running standard and ad hoc reports and serving as the Agency's point of contact with NFC;
Providing guidance and advising managers and employees on setting and adjusting pay including special salary rates, pay limitations and issues, lump sum payments, leave audits, allowances, recruitment and retention flexibilities, back pay, leave programs and payouts, and settlement of claims;
Providing training, direction, and information concerning employee pay, T&A procedures, payroll rules and regulations; and operation and enhancement of the T&A system;
Preparing and analyzing a wide range of standard and ad hoc reports to monitor compensation and leave-related activity and identify discrepancies or issues that require attention;
Serving as Contracting Officer's Representative (COR) for payroll programs and service contracts;
Serving as system administrator and security officer for NFC and back-up for e-OPF, HSPD-12, benefits, Benefits Allocations System (agency Flexible Spending Account program), and Principal (agency 401k program)
Requirements
- Must be a U.S. citizen.
- One year probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Males born after 12-31-59 must be registered for Selective Service.
Qualifications
You may qualify at the VH-38 (GS-12) band level if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level in the Federal service. Examples of specialized experience include: experience researching, analyzing, and applying knowledge of pay and leave laws, regulations, and rules; utilizing NFC automated personnel/payroll system to troubleshoot and resolve pay errors; running payroll while providing guidance and resolution to issues involving payroll to resolve leave errors or discrepancies; and providing advice to employees' pay, leave, payroll requests, personnel actions, time and attendance rules.
You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service. Examples of specialized experience include: experience researching, analyzing, and applying knowledge of pay and leave laws, regulations, and rules; running Agency payroll and ad hoc reports; utilizing an NFC systems to troubleshoot and resolve pay errors; running payroll while providing guidance and resolution to issues involving payroll to resolve leave errors or discrepancies; and providing advice to employees on pay, leave, payroll requests, personnel actions, time and attendance rules; and serving as the HRIS systems subject matter expert.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
