This position is located in the Department of Homeland Security, U.S. Coast Guard, DEPUTY COMMANDANT FOR OPERATIONS (CG-DCO) NATIONAL MARITIME CENTER, in Martinsburg, WV.
Duties
This position is located at the USCG National Maritime Center (NMC), and independent Headquarters command. The NMC is the nation’s single point for all services involving the U.S. Mariner Credentialing Program (MCP). The incumbent provides direct continuity between senior leadership and interpretation of strategic requirements and is a specialist in strategic planning, process control and analysis, Theory of Constraints, measurement analysis, and ISO 9000 quality management standards. Conducts Prevention program analyses and a wide variety of assignments characterized by their broad scope. This position is also involved in discussions and meetings with NMC divisions, Regional Examinations Center (REC) and various Coast Guard Headquarters Staff concerning operational performance, process capability and capacity requirements, stakeholder survey approval, production quality control, value stream analysis, and predictive analytics centered on the U.S. maritime population clusters.

Qualifications
At the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the federal service.
Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include:
Thorough knowledge of related computer applications, including database applications and query programs, presentation hardware and software, and Microsoft Office tools. Proficient in the use of Microsoft Word, Excel, PowerPoint and Access.
Knowledge of, and skill in applying a variety of intermediate analytical techniques, principles, and practices.
OR
master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
