The primary purpose of this position is to serve as a Senior Strategic Theater Planner in the United States Central Command Directorate of Operations as the Command's Office of Primary Responsibility in the conduct of planning, coordination and oversight of Joint Personnel Recovery, Unconventional Warfare, Counter-Terrorism and other sensitive military operations.

Duties

Formulates, plans, and implements techniques, and develops broad strategies and procedures to conduct the comprehensive strategic theater planning process that are unconventional in nature, but are of considerable scope. Reviews, assigns, coordinates, and monitors incoming and outgoing Compartmented and Special Activities Branch CENTCOM Tasker Tool action, and message log. Represents the command in all areas of planning at meeting and conferences. Schedules, arranges and participates in secure video teleconference and meeting venues as required. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

  • Shift work and weekend stand-by duty may be required. Incumbent must be available for work within I-hour of recall in emergency situations and must be available to travel in CONUS within 24-hours and OCONUS within 72-hours of notice.

Qualifications

OTHER SIGNIFICANT FACTS: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specified authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear approved Department of Defense (DoD) civilian uniform while deployed. Some CENTCOM's AOR has been considered "War Zone" hazardous duty. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft. May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of l 968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0343-13. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and techniques and philosophy of joint and interagency staff actions to support planning, coordination, and operational oversight of Special Operations Forces (SOF) and capabilities, other sensitive military operations, and personnel recovery (PR) operations in the USCENTCOM AOR; knowledge of task organization, prioritization, action and oversight of the Special Operations and Sensitive Activities; knowledge of military command structure, mission, programs and organizational relationships strengths the overall efforts within the Special Activities environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of joint and interagency staff actions to support planning, coordination and operational oversight of Special Operations Forces (SOF) and capabilities, other sensitive military operations, and personnel recovery (PR) operations in the USCENTCOM AOR. 2. Knowledge of task organization, prioritization, actions and oversight of the Special Operations and Sensitive Activities. 3. Skill in the design, development and operations of SharePoint, data basing, portals, graphics, dashboards and other collaboration and planning tools. 4. Skill in the operation and oversight of sensitive and classified material, to include documents, message handling and tracking of program compliance. 5. Skill in oral and written communication in order to negotiate and defend ideas and support operational concepts. 6. Skill in establishing and maintaining effective and positive working relationships with team members. Ability to establish and maintain effective relationships to communicate effectively both orally and in writing and to develop and present briefings and reports to senior level personnel accurately, clearly and concisely. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
