You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the STAFFING DIVISION of OCHR OVERSEAS PROGRAM CENTER.

Duties

You will receive, review and analyze recruitment requests and supporting documentation from serviced organization and advise management on the best recruitment strategies to fill positions. You will build an assessment through a network or utilizing an Assessment Package Template (APT) and create announcements. You will rate and examine applications against qualification standards and use automated systems to provide referral lists to management. You will review the results of the selection process for compliance with regulatory selection rules, laws and regulations. You will code and review a wide range of personnel actions, perform quality control as necessary and identify and resolve problems and discrepancies on actions submitted from serviced organizations.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying civilian human resources regulations, methods, principles and/or practices to accomplish assigned recruitment and staffing work, in one or more of the following areas: Recruitment, Data Integrity/Pay Resolution, Priority Placement Programs, and/or Processing. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching and providing recommendations to recurring human resources issues, and applying human resources rules, regulations, policies, and/or procedures. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree

or

2 full years of progressively higher-level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-07:
1 full year of graduate level education

or

superior academic achievement
