You will serve as a TELECOMMUNICATIONS SPECIALIST in the STRATEGY, PLANS, AND ENGAGEMENT DIVISION of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will perform duties related to developing plans, policies, and procedures for current and future Satellite Communications (SATCOM) systems and networks. You will develop and implement current and projected operational SATCOM requirements, as well as the technology needed to satisfy them, including systems, manpower, integrated logistics support, plans, policies, operational procedures, and training. You will provide liaison between technical personnel developing detailed design specifications and user activities on problems and delays. You will engage in staff coordination for changes to plans and programs necessitated by new technology, modified requirements, modified threat scenarios, or modified prioritizations and funding support. You will implement advanced technologies, including new communications methodologies, emerging communications waveforms, evolving communications networking software, and communications interfaces.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding tactical or strategic level Satellite Communications (SATCOM) systems, architectures, facilities, equipment, and procedures; 2) Applying knowledge of Joint Operational Planning or the Military Decision Making Process; 3) Providing systems administration and evaluation of computer networks including multi-disciplined targeting/intelligence automated systems; 4) Developing, coordinating, and executing policy and guidance on strategic targeting plans including targeting and attack policy, strategic targeting selection, and targeting guidance for operational fires; and 5) Coordinating with operational personnel by identifying needs and capabilities and translating them into automated standard specifications. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as: 1) Applying knowledge of tactical or strategic level Satellite Communications (SATCOM) systems, architectures, facilities, equipment, and procedure; 2) Developing new or modified work methods, and analyzing/resolving highly complex telecommunication problems; 3) Assisting with providing systems administration and evaluation of computer networks including multi-disciplined targeting/intelligence automated systems; and 4) Using knowledge of secure telecommunications system equipment, maintenance procedures, policies and requirements for equipment to assist with creating strategic targeting plans.
