You will serve as a TELECOMMUNICATIONS SPECIALIST in the CYBER STRATEGY, PLANS, POLICY AND PARTNER ENGAGEMENT DIVISION of HEADQUARTERS US INDO-PACIFIC COMMAND.
Duties
You will plan for, develop, and direct the overall management of the Joint Frequency Management Office, Pacific (JFMO PAC) including recommendations for staffing and budgetary requirements.
You will resolve worldwide, real-time Radio Frequency Interference (RFI) events with affected operation centers to minimize impacts to USINDOPACOM missions.
You will develop plans, policies, and radio spectrum allocation actions to accommodate new and evolving USINDOPACOM requirements
You will collaborate and plan with other commands, civil agencies managers, and appropriate supporting organizations to negotiate, decide on, coordinate, and/or integrate organization operation and interests of other organizations.
You will serve as the USINDOPACOM technical expert and consultant to senior leadership, local and other DOD agency staff specialists, operations personnel, and customers on electromagnetic spectrum matters.
You will participate in the development and promulgation of operational concept documents describing the overall Radio Frequency Interfere management process.
You will provide guidance and develop plans for exercises and real-world contingency operations to include coordination of Electronic Warfare in support of INDOPACOM J39 Joint Electromagnetic Spectrum Operations Cell (JEMSOC).

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as: 1) Providing systems administration and evaluation of computer networks including multi-disciplined targeting/intelligence automated systems; 2) Developing, coordinating and executing policy and guidance on strategic targeting plans including targeting and attack policy, strategic targeting selection, and targeting guidance for operational fires; 3) Coordinating with operational personnel by identifying needs and capabilities and translating them into automated standard specifications; and 4) Training and educating staff on command theater strategic and operational targeting system applications.
GS-12 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as: 1) Developing new or modified work methods, and analyzing/resolving highly complex telecommunication problems; 2) Assisting with providing systems administration and evaluation of computer networks including multi-disciplined targeting/intelligence automated systems; 3) Using knowledge of secure telecommunications system equipment, maintenance procedures, policies and requirements for equipment to assist with creating strategic targeting plans; and 4) Reviewing operational capabilities to advise on alternative approaches for complex system applications.
