Serves as a Management and Program Analyst in the Resource Management Group. Organizations and programs studied, though usually limited to a single region, center, or component of a line of business, are complex and interrelate extensively with other region/center or line of business organizations and programs.
Duties
Incumbent plans and executes complex studies and analysis of organization and programs. Incumbent works closely with management and specialists to collect, organize, and analyze data, prepare reports showing
qualitative and quantitative trends and projections, and generate practical program recommendations to improve overall organizational performance. Consolidates and organizes data appropriate for the task, accomplishes analysis of data and prepares reports, presentations and issue papers. Advises organization and program managers on critical performance initiatives and issues. Leads or personally performs complex or controversial studies, which result in authoritative recommendations to improve organizational performance, management policies, and work distribution. Leads or personally completes analyses of critical programs by developing baseline performance measurements and comparing performance with the baseline. Prepares yearly business planning guidance in accordance with broad agency program policies, Service Unit guidance and objectives. Incumbent collaborates with Headquarters and Service Center peers on business plan development, Service Unit goals, accomplishments and reporting. Regularly briefs Service Unit Directors on status against the plan, goals and accomplishments. Assists with performance management responding to help desk inquiries, training of new managers and administrative POCs, organizational structure verification, troubleshooting issues, and
performance plan guidance.

- Security Requirement: Moderate Risk (5): This position requires completion & favorable adjudication of a Tier 2 (T2) background investigation prior to appointment, unless a waiver is obtained and approved.
Qualifications
Specialized Experience: To qualify for this position, candidates must have at least one year (52 weeks) of specialized experience equivalent to the (FV-H or FG/GS-12) level that is typically in or related to the line of work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
