Duties
The incumbent serves as a Program Analyst, responsible for developing and implementing comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions, and activities. Such projects and programs may be in support of administrative functions or research activities. The incumbent analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operation in meeting established goals and objectives and analyzes program performance data to identify issues and make recommendation for improvement.

Qualifications
GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work.
Examples of specialized experience includes:
Assisting with data collection (including research into possible data sources) and analysis of new and existing workforce performance metrics.
Preparing comprehensive analysis reports and evaluation reports.
Participating in the evaluation of and determining the effectiveness of performance intervention measures.
Assisting in developing guidance to program customers on best practices of data collection and analysis in determining program effectiveness.
Utilizing data visualization and benchmarking. OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related

Leading diverse teams (i.e., civilian, military, and contract personnel) in data collection (including research into possible data sources) and analysis of new and existing workforce performance metrics.
Directing the development of comprehensive analysis reports and evaluation reports.
Briefing Senior leadership on Analysis and Evaluation efforts.
Leading the evaluation of and determining the effectiveness of performance intervention measures.
Briefing and providing guidance to program customers on best practices of data collection and analysis in determining program effectiveness.
Leading development of data visualization and benchmarking.
