Duties
Serves as Defense Travel Administrator (DTA), Government Travel Charge Card (GTCC) Agency Program Coordinator (APC) and Government Purchase Card (GPC) activity coordinator.
Manages the reporting, use and execution of all other assigned GTCC cardholders and Defense Travel System (DTS) users.
Performs special study projects or portions of larger projects that involve research and analysis of issues and providing recommendations.
Provides operational oversight of the operating budget and ensuring proper use of funding.
Assists the organization with monitoring funds; evaluates program funding plans and their execution, identifying actual or potential problem areas.
Reviews process, financial and budgetary directives from higher authority advising on potential impact to the organization.
Performs program evaluation studies and measures program accomplishments.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time- in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Evaluating program effectiveness and accomplishments
Serving as the Defense Travel Administrator (DTA) and Government Travel Charge Card (GTCC) functional subject matter expert (SME).
Applying administrative laws, policies, regulations, and precedents to the Travel Program, budget, and execution as it pertains to DoD, FMR, JTR and DLA financial reconciliation commodity.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
