The primary role and responsibility of this postion is supporting the annual financial programming, planning, budgeting and evaluation (PPBE) process and developing sound resource management internal policy and procedures for M3. The incumbent will report directly to the Director.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band, EN-00 or GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Advises senior leadership budgetary matters; monitors and evaluates contractor performance relative to cost, schedule, and quality; Plans and establishes long-range (more than 5 year) program goals, objectives, and measurement criteria; assesses program operations productivity, effectiveness, and the efficiency of delivery of program products or services at the operating level. Analyzes and resolves administrative support and staff activity staffing efficiency and effectiveness problems.
Examples of Specialized Experience:
1. Works with HQ and site program managers to develop and apply new and innovative evaluation criteria and quantitative and qualitative analytical techniques to the identification and solution of sensitive policy and program management issues or problems.
2. Develops, in concert with senior NNSA officials, internal guidance for use by headquarters, site offices, and contractors in preparing program budget materials. Evaluates the reasonableness of assigned NNSA program budget estimates in view of OMB and DOE guidelines, prior-year DOE, OMB, and Congressional actions, and program data.
3.Recommends budgetary and financial solutions to complex fiscal problems. Reviews proposed DOE/NNSA budget policy to determine effect on assigned NNSA program and recommends solutions to alleviate any negative program impact.
