This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency of IT programs and functions and develop information, advice, and recommendations for making decisions regarding budgeting and programmatic aspects of operations.

Qualifications
GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Evaluate and give input on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
2. Collect data as necessary and assess adequacy/efficiency toward accomplishment of objectives.
3. Support team in monitoring administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
OR
Ph.D. or equivalent doctoral degree.
OR
3 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.M., if related.
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
2. Consolidate data as necessary and review to ensure accomplishment of objectives, timeliness, and acceptability.
3. Support the supervisor in monitoring administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
There is no substitution of education for experience at the GS-12 level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
