The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Serves as the Defense Technical Information Center's central point of contact and program manager for employee time, attendance, pay, leave and benefits matters.
Serves as the primary analyst over the complete range of payroll procedures, civilian pay audit readiness and administrative work processes.
Serves as DTIC’s Awards Program Manager providing guidance on the various types of awards available.
Responsible for managing the HR content on the DTIC Portal.
Responsible for monitoring and resolving problems relating to assigned program areas, recommending course of actions to preclude reoccurrences.

Qualifications
Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Specialized experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-11, in the Federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience utilizing a payroll system, such as Defense Agencies Initiative (DAI), the Defense Civilian Payroll System (DCPS), the Defense and Financial Accounting System (DFAS) payroll and Remedy system as required to process pay and leave actions; analyzing discrepancies and recommending solutions to payroll, leave, and benefit issues; and administering civilian personnel policies in any of the following areas (time and attendance, training, telework, audit readiness) to provide managers with advice, guidance, and recommendations to resolve issues.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education is not substitutable for specialized experience for GS-12 grade level.
