About the Position: Position is in the Resource Management Building just outside the main clinic. Work station is a private office located next to the HR Chief. Work hours range from 0730-1630 but will not exceed an 8 hour workday. With over 280 GS Civilians, the HR Specialist is among the most important positions in the organization. Employee can expect to work and interact with both medical and administrative professionals in a high tempo, high reward position.

Duties

Ensure timely processing of various personnel actions to meet organization requirements. Explain performance expectations to subordinates in order to accomplish the organization’s mission. Utilize decision support information systems to make manpower recommendations to the organization’s senior leadership. Recommend recruitment strategies in order to support future manning requirements. Develop strategies to assist management with identifying and/or justifying workforce level recruitment needs. Maintain partnership with the civilian personnel advisory center to ensure regulatory compliance with personnel actions. Develops methodologies to assist management and supervisors in identifying and justifying staffing levels, recruitment requirements, and tools to attract and retain quality employees. Manages and supervises the creation of HR Templates and 'How-To' guides for civilian and military HR actions. Provides guidance and advice regarding personnel management of civilians, contracted individuals, officers, noncommissioned officers, enlisted personnel and volunteers. Experience with access to civilian personnel database systems such as DCPDS, FASCLASS, AutoNOA, and EMPRES is preferred Experience to query all databases, pull reports, and pivot and or chart the reports to translate meaningful and actionable data to the organization is preferred.

Requirements

  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position may be eligible for Situational/Ad-HOC Telework.
  • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires a National Agency Check w/ Inquiries (NACI) background check.
