This position serves as a Military Service Coordinator on the Public Contact Team, located in the Veterans Service Center. Through seasoned knowledge the incumbent provides information and assistance to veterans, their dependents and on any matter within the scope of VA benefits and related non-VA benefits, to include cases in which issues require technical proficiency. The incumbent represents the VA by acting as liaison with local military installations performing the duties described below.

Duties

This Military Service Coordinator serves as an integral participant and POC in the Integrated Disability Evaluation and Systems (IDES) process, Benefits Delivery at Discharge (BDD) program and transition assistance for military service members who are separating/retiring from active duty and for their dependents and beneficiaries. Conduct comprehensive transition assistance briefings to large groups of service members using a wide range of briefing techniques and communication skills Perform liaison activities with Military command structures to properly schedule and conduct transition briefings Explains benefits programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, & inputs data necessary to properly develop claims Conducts thorough Service Treatment records reviews to ensure appropriate disabilities are included on VA claim forms Serves as intake specialist ensuring compensation and pension claims are received, established, exams ordered, developed and properly routed for processing Conducts group and individual counseling sessions necessary, advising service members and Veterans of available VA and ancillary benefits programs Represents VARO at functions in the community Maintain excellent rapport with community partners, Veterans service organizations, peers, VARO staff and the Veterans in the community Recognizes importance of teamwork and sensitive to contribution of others Demonstrates ability to work independently, adjust to changing work schedules and locations and to handle differences in opinions in a businesslike fashion Maintain professional, positive and helpful relationships with customers by exercising tact, diplomacy and cooperation with all VBA partners Communicates, shares ideas and demonstrates respect for differing viewpoints Recommend changes to work processes and/or policies to enhance customer service Consistently and conscientiously exercise sound and equitable judgement in applying stated laws, regulations, policies and procedures to ensure dissemination of accurate information Prepares, composes or review correspondence prepared for the purpose of obtaining and supplying information Prepares briefing slides and content for specific topic briefings for military and community events Use office automation software such a word processing, presentation software and spreadsheet programs to create reports, presentations and similar documents Composes statements or develops factual information that supplement letters and determine extent and tone of replies independently Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Compressed/Flexible: Available Telework: Available per agency policy Bargaining Unit: This is a bargaining unit position Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience which demonstrates extensive knowledge of complex fields of law, regulations and Federal legislation pertaining to the full range of Veteran benefits, to include compensation and VA regulations and procedures to assist with claims; and comprehensive and thorough knowledge of state, federal and local benefits program in order to explain them to individuals of all educational backgrounds. Education Substitution: PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree related to the duties of this position which demonstrates the knowledge, skills, and abilities necessary to do the work. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday.
