The primary purpose of this position is responsibility for overall planning and management of new/complex military and civilian (A1 HR) personnel data systems for the Air Force Reserve Command (AFRC).
Duties
Serves as the AFRC subject matter expert and manages the military and civilian personnel data systems for the command.
Directs the design of data products, processes, or programs that enhances command and AF management advisory services using a variety of tools (i.e., Microsoft Access, Excel, MilPDS, OBIEE, DCPDS, BO, CHRIS, SAS etc).
Represents the command in leading and participating in working groups, discussions, and meetings and provides advice and expert technical assistance within the parameters of assigned areas of responsibility.

- Information Assurance Certification is a condition of employment. This position includes information assurance(IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may resulting removal from this position.
- This position has been designated as IA Level II, Security + Certification.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ?????? Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of civilian and military personnel management policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives and administrative operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Mastery knowledge of civilian and military personnel management policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives and administrative operations.
2.Mastery knowledge of civilian and military personnel data functions and Air Force, Air Force Reserve Command policies, procedures, structures, missions, programs and organizational relationships.
3.Mastery knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule and conduct special projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
4.Mastery skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation and techniques.
5.Ability to communicate effectively, both orally and in writing, sufficient to be the technical authority on the subject matter and present persuasive recommendations and knowledgeable arguments on the systems or programs assigned.
6.Ability to establish and maintain effective working relations which foster cooperation, awareness of individual differences and teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
