Duties

Serves as a senior specialist advising financial and program managers and other employees on a variety of situations/problems. Provides policy interpretations and functional recommendations relating to the effectiveness of functional operations. Identifies problem areas and determines actions required to improve operating program effectiveness and/or maintain the integrity of financial information. Develops test plans and prepares test input situations designed to test functional requirements. Interfaces with programming staff to establish test schedules, test input/output control, and implementation schedules. Notifies responsible party of corrective action required which may result in the postponement of production runs. Analyzes, plans, develops, tests, and implements projects involving operational/system changes caused by legislative, regulatory, or policy changes. Performs liaison with other systems which interface with the financial management systems to ensure all requirements are identified and addressed.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Applying comprehensive knowledge of financial management principles and practices pertaining to automated data processing systems, analytical methods, and system testing techniques; experience conducting special studies related to analyzing enterprise-wide program changes to the operation of financial management systems; and participating in review of financial systems to assess their compliance with applicable rules and regulations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
