This position is located in the United States Mint, Human Capital Directorate, Human Resources San Francisco Branch. The position has responsibility and oversight for the effective management of the Employee and Labor Relations (E/LR) program for an industrial operation employing employees in a wide variety of occupations including professional, administrative, technical, clerical and trades and crafts.
Duties
As a HUMAN RESOURCES SPECIALIST (EMPLOYEE AND LABOR RELATIONS), you will:
Provide expert-level advice in the area of Employee and Labor Relations. Serve as a trouble-shooter, providing authoritative advice and guidance on complex problems not susceptible to treatment by accepted methods.
Serve as the policy-level specialist and as a principal management resource, spokesperson, strategist, and practitioner in Federal Labor Relations Authority (FLRA) and arbitration proceedings for the field facility, as well as in national collective-bargaining negotiations.
Serve as an expert in all Labor-Management Relations issues affecting management at the field facility, e.g., significant grievances and arbitration, unfair labor practice charges, representational and negotiability petitions, impasse proceedings, etc.
Research pertinent laws, regulations, and case law; develop theory of defense/strategy based upon professional judgment and consultations with supervisor. Coordinate with Legal Counsel and the Department of the Treasury as appropriate.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Providing advice and assistance, program administration, research and case management in matters related to Employee Relations involving conduct, performance, attendance, and dispute resolution.
