This position is located in the Center for Payroll, Placement, and Staffing (CPPS). The employee is responsible for providing delegated examining and merit promotion staffing services and serves as a technical expert in staffing. In this capacity, the employee works closely with SSA management in identifying effective staffing strategies and resolving complex personnel issues.

Duties

Leads a technical area: information technology (IT), HR automation, automated staffing systems, personnel systems such as FPPS and Onboarding Manager, staffing procedures, assessment tool development, eOPF, job analysis, or delegated examining. Serves as a technical expert on merit promotion and/or external hiring and provides authoritative advice and services to SSA management. Provides direction and guidance to other team members on issues related to internal and/or external hiring. Initiates and develops procedures and guidelines in staffing and other areas of responsibility and expertise. Analyzes the impact of any changes in policy or regulation by OPM and recommends necessary revisions to local guidelines and policies. Provides ongoing evaluation of activities in staffing and other areas of responsibility. Identifies the need for changes in operation, emphasis, priorities, training or methodologies and makes recommendations to remedy the situation. Reviews the impact of various personnel programs on SSA components to analyze their effectiveness. Identifies any need for changes in operations, emphasis, priorities, training, or methodologies and makes recommendations to remedy the situation. May attend meetings with other high-level federal organizations to explain SSA personnel program operation policies and procedures. Serves on intra-agency, SSA-wide committees, task forces and workgroups as assigned.

Qualifications

To qualify for the GS-13, the applicant must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes knowledge of personnel policies and regulations; interpreting and applying delegated examining procedures, merit promotion plans, and various hiring flexibilities; technical expertise in automated staffing systems and personnel processing systems or personnel reporting systems; and providing technical guidance on complex human resources issues.
