About the Position: This position serves as a Data Scientist for the U.S. Army Security Assistance Command. Selection may be made at either the New Cumberland, PA location or at the Redstone Arsenal, AL location.
Duties
Research scientifically sound best practices in quantitative and qualitative analysis, scientific approaches to reengineering, and other analytic tools.
Develop, implement, evaluate, and improve processes and procedures to monitor efficiency in organization’s missions and goals.
Analyze, formulate, and test new data theories, principles, and concepts to assess/improve quality of data.
Apply broad areas of advanced data science methods, use sound judgment, resourcefulness, and originality to foresee the impact of changing technology.
Interpret new or revised professional standards and codes, guidelines, policy statements, or regulations in technology, data science, and research.
Forecast, identify and define major problems and future needs of the organization, seeking root causes and develop practical course of action.
Oversee accomplishment of the overall planning, design, execution of the Command’s data science and data-driven modernization projects for analytics, business intelligence, and data supply chain management.
Develops and implements research, development, innovation, and strategic risk management plans for the Command.
Requirements
- Incumbent must obtain and maintain a secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Position requires DoDI 8570.01 Information Assurance Management - Level III Certification.

Basic Requirement for Data Scientist, GS-1560-14:
A. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, or computer science, data science or a field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (You MUST include transcripts with your application).
OR
B. Combination of Education and Experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. (You MUST include transcripts with your application).
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles, and practices. Formulating program plans, policies, procedures, and/or programmatic guidance necessary to implement data science and program/process engineering principles and best practices. Analyzing command program elements affecting costs and/or effectiveness for programs and projects. Representing the organization on a variety of liaison, advisory, and/or consulting assignments. Providing assistance, guidance, or work assignments to other team members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
