This position is located at in ARC/Human Resources Operations Division/Employee Benefits Branch. As a Supervisory HR Specialist, you will oversee a team of specialists and assistants engaged in providing benefits services.

Duties

As a Supervisory HR Specialist, you will: - Set priorities and deadlines for work to be accomplished by the branch; assign work to subordinates; evaluate performance of subordinates; select candidates for vacant positions in the branch, reward and correct employee performance/behavior; provide career development; project workloads; provide advice and counsel on administrative and other personnel issues on a routine basis; take minor disciplinary action as necessary, propose additional action for more serious cases; and approve leave and overtime requests. - Advise customers of new or existing directives and operating procedures related to benefits. - Serve as an advisor in the field of employee benefits and retirements to customer HR points of contact and to branch employees. - Oversee and assist with the resolution of complex problems that arise during the processing of benefit enrollment requests, retirement eligibility, and other benefits-related issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience performing work that serves to advise, analyze, resolve and/or explain (both verbally and in writing) particular advantages and disadvantages of Federal Human Resource programs, procedures and/or policies related to Federal Benefits and/or Retirement regulations. Examples of such experience for the GS-13 could include: - Experience performing Federal Human Resources employee benefits and retirement work that included experience interpreting and applying related Title 5 regulations; OR - Experience performing Federal Human Resources processing work that included a general knowledge of benefits and/or retirement regulations that demonstrated the ability to interpret and apply Title 5 Federal Human Resources employee benefits and retirement regulations; OR - Experience performing duties as a Senior HR Specialist that included independently conducting training and mentoring, as well as making related presentations to high level officials, and working on policy/procedural reviews or creation. This experience included Federal HR topics that demonstrated exposure to and a general knowledge of benefits and retirement regulations; OR - Experience as a Senior HR specialist that included using communication skills, both verbally and written, to support recommendations and conclusions in resolving problems related to Federal Benefits and/or Retirement; OR - Experience leading Federal Human Resources projects and/or project teams that demonstrated the ability to interpret and apply Title 5 Federal Human Resources regulations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
