This position is located in the Hospitalist & Education Service. Duties of the Administrative Officer includes but are not limited to: Independently provides for the overall administrative management of the assigned services by evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files and documentation. Provides policy guidance and direction, interprets agency regulations, develops, and coordinates policies and procedures covering internal operations, and formulates plans and provides advice on resolving problems. Oversees the evaluation process reviews and competency folders for the Service, ensuring timely evaluation and completion of Pay for Performance management, oversight and tracking of the process for Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations for timely completion and reporting. Meets the needs of customers while working in concert with all Medical Center staff. Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful and respectful manner. Provides the customer with consistent information according to established policies and procedures. The incumbent works closely with the DCOS to assure administrative changes are not in conflict with long-range program goals, hospital/VISN initiatives or the fiscal solvency of the Service. The DCOS and Operations Manager will work in conjunction for long-term planning and fiscal responsibility for the Services' Programs. In accomplishing assigned responsibilities, the incumbent designs strategies, plans programs, establishes goals, resolves problems, identifies staffing needs, develops clinic structure to establish and maintain an atmosphere conducive to the accomplishment of the mission of the Services in the overall mission of the health care system. The incumbent is responsible for the daily services operations to include independently planning, organizing and executing administrative actions, preparing complex memorandums and communications for the local facility, VISN 15 and National purposes, as appropriate. Works collaboratively with other managers/Service Lines in the medical center to find effective resolutions to operational problems and ensure a smooth interface with other Services and customers both internal and external to the Medical Center. The incumbent attends the Director's Morning Report in the absence of the DCOS and will follow-up on issues as assigned by members of the Executive Leadership. Ensures all action items and assigned reports are complete, timely, accurate and coordinated through the proper chain of command for approval and released by the Medical Center Director. The incumbent monitors provider-specific utilization patterns, performance measures, utilization, cost data and human resource fiscal expenditures. The Operations Manager prepares cost/benefit analysis that enables executive management to make informed decisions regarding the Service's activities. Manages the Service's fund control points. The incumbent analyzes and evaluates the effectiveness and efficiency through processes of the Service Line program operations in meeting established goals and objectives utilizing the data of VSSC, Pyramid, MCAO, ARC, Vista and other analytical systems as an expert for the Services. Current Title 38/Hybrid Title 38 employees: Title 38 and Hybrid Title 38 excepted service employees are not able to be detailed to competitive service positions, in accordance with restrictions defined in VA Handbook 5005, Part III, Appendix N. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or educationas described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing policy guidance and direction including interpreting agency regulations, coordinating policies and procedures covering internal operations, and provide advice on resolving problems; Using and analyzing data to make service level decisions on clinic/resource management; Providing guidance on budget and finance issues through managing the budget projections, formulations and execution for service expenses through fund control points; Working in a health care setting using administrative and supervisory skills to assist leadership in the operation of the designated service; managing a service's time and attendance. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree OR, Completed 2 full years of progressively higher level graduate education leading to such a degree OR, Possess a LL.M, if related. Transcripts must be provided to verify education.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lower grade requirement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities.
