Duties
The Operations Manager Primary Care is responsible for administrative advisory and management functions for the Primary Care Service. In this position, you would serve in a staff role to the Service Director and as such provide a full range of staff support functions for top management. Primarily, you would provide a full rand of administrative responsibilities not requiring a clinical decision for the overall management of the service. This position is responsible for the development, implementation, and monitoring of managed care initiatives in the Primary Care Service.
You would serve as an advisor and communication vehicle to senior management on issues related to the service. As the AO, you will assume the daily administrative management responsibility for the Service Director, assuring their clinical and administrative philosophies are considered when planning, organizing, and executing administrative actions. The Operations Manager participates in management discussions, decision and policy play, is a key contributor in regard to the service management and policy and shares accordingly in the responsibility for service management actions.
Work Schedule: 8:00 am - 4:30 pm Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023.
Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following:
1. Be currently serving under a permanent appointment.
2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement.
Current permanent Veterans Canteen Service employees may apply for consideration under this vacancy announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with, and knowledge of the organization and structure of healthcare delivery systems or managed care networks, including comprehensive understanding of laws, regulations, manuals, and policies as they apply to Primary Care.
Developing and implementing tools and techniques to collect and analyze data on quality, fiscal expenses, budget, appropriate utilization of resources and customer satisfaction.
Developing and implementing financial indicators for efficiency, performance, appropriate allocation of resources, and benchmarking with other hospitals.
Developing and coordinating a plan of action to enable a hospital to meet, or exceed, the performance standards and monitoring compliance through the standards.
Significant experience with implementing Joint Commission standards in a service.

Physical Requirements: The work is primarily sedentary with some walking, standing, bending, and carrying of light items such as notebooks, manuals, and papers, Visual acuity and manual dexterity are required. Vision should be sufficient to read and work on a computer for prolonged periods of time without excess fatigue. Distinct speech is required due to the extensive use of the telephone as a means of communication.
