Employee serves as the Administrative Officer (AO) for Patient Care Service located at the Veterans Healthcare System in Wichita, KS.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The AO will have the final decision-making authority, responsibility, and accountability on issues affecting Patient Care Services. Duties will include, but may not be limited to the following: Directs administrative activities, including budget and financial management, human resource management, strategic planning, and program management and evaluation assuring clinical and administrative functions are integrated to provide optimum utilization of resources. Manages a large, diverse program that provides patient health care services, establishes objectives congruent with and reflective of the philosophy and objectives of the healthcare organization, and develops short- and long-range goals and programs to meet objectives. Implements and manages programs that affect service, facility, and regional operations adding value to existing processes. Formulates policies and operating procedures assuring compliance with regulations, statutes, and the requirements of various internal and external review bodies. Coordinates and expands use of pertinent resources available for patient care, develop and utilize extensive community relationships/partnerships with individuals, health providers, foundations, and external support services. Monitors expenditures and proposes reallocation of funds based on shifting program needs. Proactively pursue' s actions for possible cost savings and revenue generations in connection with strategic planning efforts. Assesses space allocation and determines space requirements to support program operations considering relevant factors such as patient and workflow, accreditation requirements, and safety concerns. Identifies and recommends equipment acquisition and replacement. Recommendations reflect industry wide trends, technological changes, state-of-the-art developments, and the demand for maintaining competitive level enhanced treatment modalities. Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed to carry out assigned tasks. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives. Ensures compliance with applicable accrediting organizational standards. Participates in activities and programs beneficial to the medical center including committees, task forces, investigations, and performance improvement teams. Performs other duties, as necessary. Qualifications

SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes working in a medical center/hospital environment directing administrative activities of patient care services, including budget and financial management, human resource management, strategic planning and program analysis and evaluation; coordinating and expanding use of all pertinent resources available for patient care, developing and utilizing extensive community relationships/partnerships with individuals, health providers, foundations and external support services; You will be rated on the following Competencies as part of the assessment questionnaire for this position: Capacity ManagementCustomer ServiceOrganizational AwarenessQuality ManagementTechnical Problem Solving IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Work Environment: Work is mostly sedentary with some walking, standing, bending and carrying of light items such as notebooks, manuals, and papers. Visual acuity and manual dexterity are required. Vision should be sufficient to read and work on a computer for prolonged period of time without excess fatigue. Distinct speech is required due to the extensive use of the telephone as a means of communication. Work is typically performed in an office setting in a medical center. Some data collection and follow up work will take places in a patient care area. May require occasional travel. Education

There is no educational substitution for the specialized experience at this GS-12 grade level. Therefore, it is not necessary to submit transcripts.
