You will serve as a Public Affairs Specialist in the Congressional & Public Affairs Office (Code 1160) of PEARL HARBOR NSY AND IMF.

Duties

You will originate or rewrite news features, press releases, photo captions and other publicity materials. You will distribute publicity materials to internal and external audiences. You will research and interview subject matter experts to produce accurate and timely information on fact sheets, brochures, audio-visual presentations, and other public affairs products. You will be responsible for the timely production of monthly internal command newsletters. You will coordinate with command budget personnel and government/commercial printing organizations as necessary. You will be responsible for coordinating public affairs matters such as audio-visual programs, historical programs, community relations, news media relations and congressional relations throughout the Naval Base. You will assist the Congressional and Public Affairs Office with handling media queries to include receiving inquiries, researching, coordinating, and drafting proposed statements in response to media queries.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing and directing a public affairs program utilizing various forms of media to prepare and disseminate information to internal and external audiences, identifying and resolving public affairs related issues or gathering program feedback to ensure the success in meeting organizational objectives. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Ph.D. or equivalent doctoral degree
  • or
  • 3 full years of progressively higher-level graduate education leading to such a degree.
  • or
  • LL.M., if related
  • A combination of experience and graduate education as described above that equates to one year of experience.
