You will serve as a Public Affairs Specialist in the Public Affairs Office of PEARL HARBOR NSY AND IMF.

Duties

You will develop, update and implement the Pearl Harbor Naval Shipyard (PHNSY) Community Relations plan to build external support for the Shipyard, and to foster, promote and facilitate opportunities for involvement appropriate for its employees. You will collaborate with state and federal elected officials, governmental organizations, civilian groups, organizations, Navy commands, and other services to enhance communication with external audiences to coordinate community event participation. You will work closely with military-affiliated and other civic organizations to provide appropriate Shipyard support for historical commemorations and observances involving PHNSY. You will maintain regular liaison with a variety of civilian groups and organizations. You will arrange for the Shipyard Commander and other Shipyard speakers to appear before a variety of audiences, including Rotary Clubs and other civic organizations. You will supervise PHNSY Protocol operations in support of the Command Visit Program. You will prepare targeted Command Briefs and other presentations for official visitors, incorporating specific themes and messages, and perform detailed related research to ensure updated information.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must be willing and able to work an uncommon tour of duty (may include weekend, nights, overtime, or holidays).
  • Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You may be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying analytical methods and public affairs practices to develop strategies and presentations for facilitation of an organization's community relations program.
