Duties

Administers the Equal Employment Opportunity (EEO) discrimination complaints processing program including design, development, and implementation of local policies and procedures related to discrimination complaints processing. Serves as an EEO Counselor handling the most complex EEO cases including all class action complaints. Serves as a technical expert on complaint processing issues for HQ DLA, tenant organizations, and other Defense agencies and organizations serviced by the DO-S office. Reviews, analyzes and evaluates all pre-complaint intakes to determine which ones are conducive to ADR and directs the assignment of all pre-complaints to EEO Counselors. Monitors the progress of pre-complaints and formal complaint processes and directs alternative dispute resolution (ADR) techniques-for HQ DLA, tenant organizations, and other Defense agencies and organizations serviced. Develops Model Agency Title VII and Rehabilitation Act Programs for serviced activities, in compliance with directives and standards issued by the U.S. Equal Employment Opportunity Commission (EEOC) directly related to EEO complaint processing. Conducts, facilitates, or directs inquiries into complaints including interviewing complainants, representatives, and witnesses; gathering facts and documentation; attempting resolution and negotiating to resolve issue. Prepares, reviews, and edits EEO Specialists' correspondence and written resolutions based on information provided by EEO Specialists, Assistant, and Counselors. Coordinates and oversees routine meetings with staff offices that enable resolutions of complaints to (Office of General Counsel, Human Resources Office) to discuss status of complaints and options for resolution. Directs and oversees the Agency's Affirmative Employment Program including the Management Directive 715 Program (MD 715), Special Emphasis Program (SEP) and other special programs related to creating a diverse workforce and inclusive environment.

Qualifications

To qualify for an Equal Employment Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Provides expert guidance and assistance to all levels of management at serviced activities and organizations to resolve problems connected with pre-complaints and formal complaints of discrimination. Develops related charts and briefs the Director, organizational Directors, and higher-level authorities on the status of the EEO complaints processing. Designs and executes all EEO awareness training focused on complaint processing and mediation for applicants/employees and supervisors/managers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
