DCSA's Personnel Security Team is looking for a Management Analyst to performs data gathering, analyses, planning and evaluates work relating to the overall background investigation workloads in terms of productivity and efficiency. Duties

This announcement is open to Current Department of Defense (DoD) civilian employees who reside or are currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; Virginia counties of Arlington and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. This position is located within Quality Oversight, Investigations Quality Review (IQR), Defense Counterintelligence Security and Agency (DCSA). The incumbent reports directly to the Deputy Program Manager and periodically receives direct tasks from the Program Manager and Executive Program Manager, particularly for those tasks in support of the entire Quality Oversight organization. As a MANAGEMENT ANALYST, the incumbent's assignments routinely involve access to, audit of, analysis of, and making recommendations regarding workload assignment and efficiency, productivity reporting and process improvements.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this GG-12 position includes: Managing projects, strategic planning, effective liaising, business analysis. Improving processes, evaluating programs, and contracting. Helping with personnel security, counterintelligence, and program management. Assisting in developing strategic objectives and goal planning, effective collaboration, and presenting to a diverse audience. Specifically you will be evaluated on the following competencies: 1. Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development. 2. Communication - Writes and speaks in a clear, concise, organized, and convincing manner for the intended audience in prescribed formats. 3. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

Substitution of education may not be used in lieu of specialized experience for this grade level.
