This position is located on USDA, Office of the Chief Financial Officer, National Finance Center, Administrative Management Staff (AMS), Support Services Office (SSO), in New Orleans, LA. The incumbent serves as Office Chief in the Administrative Management Staff, with delegated responsibility for directing, planning, implementing, monitoring, and evaluating assigned AMS programs and activities.

Duties

Leads in the logistical planning, coordination, and execution in support of organizational activities/events. Interprets internal and external policy guidance and Departmental and legislative requirements.. Prepares reports with original observations on issues that impact the mission of the division and/or requirements of the organization. Provides guidance to subordinates in identifying training and development needs to enhance their capabilities.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-14. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. GS-14: One year of specialized experience, equivalent to the (GS-13) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a Supervisory Program Analyst. Performing the following duties: Supervises and leads a team of federal and contract employees to provide all facets of day-to-day facilities management and maintenance, logistical services to include office moves and reconfigurations, conference/meeting room set-up, fleet management, mail room and warehouse services, administrative services, Safety and Occupational Health, and personal property management ensuring optimum efficiency, effectiveness, and economy of operations throughout the agency; plans and directs administrative functions and programs and projects; identify strategic opportunities and resolve issues impacting a program; and plans program of work, sets priorities, and/or sets policy to implement a variety of administrative workload. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at the GS-14 grade level.
