Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.
Position is located in: DFAS Office of General Counsel, Indianapolis, IN.
Duties
Provides support and analysis of budget/financial, administrative, and travel programs. Applies analytical and evaluative methods and techniques concerning the efficiency and effectiveness of administrative program operations.
Collaborates with budget, manpower, contracting, human resources and other administrative service providers to ensure accurate and efficient processing of a variety of financial and personnel actions in support of the Office of General Counsel.
Assists in the development of the annual budget for OGC. Prepares projections regarding personnel and annual funding requirements.
Assesses program effectiveness and evaluates and analyzes complex issues for organizational improvement or program effectiveness. Analyzes data for overall trends and makes recommendations to improve analytical/evaluative processes.
Performs a variety of special assignments and projects that involve a variety of sensitive and confidential matters that are time-sensitive and require research and analysis, utilizing a variety of office automation equipment and software.

Qualifications
This announcement will be used to fill positions with an entry grade of GS-11, or GS-12 with a target grade of GS-12.
The minimum salary for grade GS-11 is $73,218, the maximum salary is $95,181. The minimum salary for grade GS-12 is $87,758, the maximum salary is $114,082.
GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Interpreting and applying administrative management policies, regulations, and procedures to collaborate in areas such as budget, human resources, or administrative operations; providing data analysis, project planning and/or administrative support.
GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Applying administrative management regulations and procedures to coordinate budget, human resource actions, or administrative operations; providing advisory services to management through program analysis, recommendations for process improvements and resolving complex issues.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Education
Substitution of Education for Specialized Experience:
GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement
GS-12: There is no substitution of education for the qualifying experienceat the GS-12 grade level
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement
