You will serve as an IT Specialist (PLCYPLN) in the Engineering Solutions Division, Digital Networks and Applications (DNA) Department of NAVAIRWARCENAC DIV.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will manage a workforce which is comprised primarily of information technology specialists, cybersecurity specialists, program analysts and logisticians involved in the identification/consolidation/development of information system requirements.
You will manage the development and maintaining of functional Information Technology strategic plans.
You will review and recommend to management the approval of reports, correspondence, policies and other technical products of the program.
You will evaluate the practicality of new ideas, plans, policies and recommendations submitted by Integrated Product Team (IPT) and Program personnel.
You will ensure the infrastructure remains cost effective, efficient, and of high quality and identify the current state of how IT is currently being used by the Program.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802, level BASIC, within 12 months of appointment.
Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
In addition to demonstrating the above four competencies, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on strategic matters, management of personnel and coordinating day-to-day operations of a Program Management Office (PMO); 2) Applying project management processes and procedures, including project planning, cost estimation and analysis, budgeting, scheduling, contract administration and systems acquisition; 3) Managing sustainment of complex software projects and applying agile methods and frameworks, including Quality Assurance (QA) testing and expertise with automated testing tools; and 4) Utilizing knowledge of software activities for logistics information systems development, implementation, sustainment and Information Assurance (IA) requirements.
