The primary purpose of this position is to serve as a lead AF MA representative for coordination with the Cyber community at the OSD, Joint Staff, SecAF, HAF levels, and sister services as well as outside of the DoD, utilizing a broad network of relationships in the Cyber & MA communities, and an understanding of programming and budgeting in the AF Cyber community.
Duties
Serves as the senior mission assurance cybersecurity advisor integrating and synchronizing Air Force cybersecurity requirements with MA policy and vice versa.
Represents Air Force MA cybersecurity issues at meetings, forums and conferences requiring interaction with General Officers, Senior Executive Service level leaders, MAJCOM, COCOM, Intelligence Agencies, sister services, and other governmental cyber services entities.
Performs a broad range of qualitative and quantitative analyses of information IAW DoD MA Process.
Leads complex projects and/or studies related to mission assurance programs and activities for outreach, reporting and training.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs, as required.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

- Working understanding of the functioning at the HAF staff – including with the SAF, Joint Staff and OSD.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes: In-depth understanding of Cybersecurity (for both Information Technology and Operational Technology) - Specialties, Concepts, Principles, Risks, IT & OT Architectures, Criteria, Regulatory Requirements, Technologies, and best practices. Mastery knowledge of Cybersecurity systems, Cyber threats and risks, policy and guidance affecting Cybersecurity, the Org structures/offices within the A6 and SAF/CN communities are organized and what their responsibilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive understanding of the Cybersecurity Community within the AF and DoD, its processes, programs, organizational structure, policies, resourcing, as well as a working knowledge of the AF DoD MA construct. Along with the ability to analyze, articulate and advocate for initiatives in support of integration and synchronization of mission assurance objectives.
In-depth understanding of Cybersecurity (for both Information Technology and Operational Technology) - Specialties, Concepts, Principles, Risks, IT & OT Architectures, Criteria, Regulatory Requirements, Technologies, and best practices.
Experience in writing and reviewing department level policies and guidance and functioning on an administrative staff. Comprehensive understanding of organizational structure, policy hierarchy, roles and relationships that exist between the JS, the Air Staff, the COCOMs, the Component Commanders, AF MAJCOMs, AF Installation Mission Support Center (AFIMSC), and installations.
Knowledge of DoD & AF goals and objectives, the planning and execution of military operations and exercises, sequence and timing of key operational events and milestones, and methods of assessing/evaluating the effectiveness of planning actions as related to actual events.
Skill and ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, plan, organize and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Possesses highly effective oral and written communication skills in order to conduct briefings, analyze, prepare and review correspondence and training documents, and present sensitive and sometimes controversial material and recommendations to senior leaders at the GO/SES level and other Government agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
