You will serve as a QUALITY ASSURANCE SPECIALIST in the Crane/Rigging Shop, Production Resources Department of NORFOLK NAVAL SHIPYARD.

Duties

You will develop/revise audit plans, assemble and train audit team members, direct audit evolutions, prepare and reports and conducts follow-ups to assure that corrective/preventive actions have been implemented. You will conduct investigations of reported equipment/system failures to identify responsible parties, root causes and corrective actions needed to prevent recurrence. You will conduct studies of work processes by collecting, sorting, grouping and analyzing process data for quality trends You will review/comment on shipyard instructions related to quality assurance policies and program requirements. You will prepare various monthly/quarterly reports such as; process quality indicators and rework identification.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in quality assurance concepts in order to develop and implement an effective, economical Weight Handling Equipment (WHE) quality assurance program. Experience understanding naval shipyard policies and procedures on WHE to utilize for assessing compliance with directives and developing sound recommendations for program and process improvements. Experience audit, investigative analysis methods to conduct effective audits and investigations of Weight Handling Equipment (WHE) programs, processes and products and analyze results on a cumulative basis to identify quality trends. Experience in configurations and systems to facilitate WHE on-site inspections of failed systems/components and promote ease of communications with cognizant civilian and military personnel. Experience oral and written communication in order to conduct effective personal interviews and training classes and prepare clear, informative written reports. Experience interpreting drawings, plans and a large variety of WHE specifications to assess product conformation to established design parameters. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting in developing and implementing an effective, economical Weight Handling Equipment (WHE) quality assurance program. Experience assessing compliance with directives and developing sound recommendations for program and process improvements. Experience conducting effective audits and investigations of Weight Handling Equipment (WHE) programs, processes and products and analyze results on a cumulative basis to identify quality trends. Experience assisting in facilitating WHE on-site inspections of failed systems/components and promote ease of communications with cognizant civilian and military personnel. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

GS-11:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

OR

A combination of experience and graduate education as described above that equates to one year of experience.
