You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the Logistics and Ordnance Directorate of COMNAVSURFPAC.
Duties
You will monitor shipboard ammunition accounts, verification, and distribution of Non-Combat Expenditure Allocations (NCEA) of ordnance enabling COMNAVSURFOR commands to complete training requirements.
You will organize, consolidate and translate ordnance management and training program policies to COMNAVSURFOR activities.
You will coordinate matters pertaining to non-combat expenditure allocation including support for ordnance maintenance and modification programs, inventory, receipt, segregation, storage and issue, transportation and processing.
You will utilize Ordnance Information System Wholesale/Retail (OIS-W/OIS-R) to assist in resolving outstanding Fleet ammunition issues.
You will provide guidance in the generation and management of OIS-based ammunition records relating to requisitions, receipts, issues, expenditures, inventory management and controls.
You will provide assistance and guidance to COMNAVSURFOR shipboard personnel on ammunition management, accounting, and COMNAVSURFOR training requirements.
You will review COMNAVSURFOR activities' NCEA expenditure reports versus NCEA allowances provided and recommend necessary corrective actions required to activities' OIS operators to balance accounts.
You will make decisions concerning such things as interpretation of considerable data, planning of the work, or refinement of the methods and techniques to be used.
You will provide Fleet customer training on the NCEA allowances and expenditure capabilities of Ordnance Information System Wholesale/Retail (OIS-W/OIS-R).
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the logistics of ordnance non-combat expenditure allocations (e.g. ordnance maintenance and modification program, inventory assessment, receipt, segregation, storage and issue management support, service-wide transportation support, requisition/distribution procedures, training procedures, etc.)

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
Possession of an LL.M. that is related to this position being filled.
